The SAPD doesn't suports the SADA, until there will be 3 stable leader for this group.

The SADA can be operational, but you are not part of the SAPD. You are a police group, who got permission to work on the field, and prove yourself to become official!
PS: inattentive of SAPD duties is still not acceptable... your primary organisation is ALWAYS the SAPD!!
